REC Environmental Management - Delimara Power Station

REC Environmental Management was commissioned by the Malta Environment & Planning Authority (MEPA) to complete a full compliance audit of the Integrated Pollution Prevention & Control (IPPC) Permit of the Delimara Power Station, Marsaxlokk, Malta.

Delimara Power Station was commissioned in 1992 and is currently one of two power stations on Malta that is operated by the Enemalta Corporation. The power station has been developed over three phases and includes:

• 2No. Steam Units (Boiler, Turbine & Generator);
• 2No. Open Cycle Gas Turbines;
• 2No. Combined Cycle Gas Turbine.

The IPPC permit relates to 'combustion installations with a rated thermal input exceeding 50MW' and the 'generation of electrical energy through the combustion of heavy fuel oil and gas oil'. Currently the Delimara Power Station has a rated thermal input of 300MW.

The principal objective of the audit was the provide the client with a formal report that clearly indicated the level of compliance at the installation with respect to its IPPC permit and the EC Directive. In order to assess the level of compliance, the REC team paid particular focues to aspects such as:

• Site Operation and Management;
• Air Emissions;
• Effluent Emissions;
• Waste Management;
• Management and Use of Raw Materials;
• Accident Prevention and Control;
• Noise and Vibration;
• Odour.
  

The audit was performed alongside the MEPA IPPC Committee and consisted of three days at the installation followed by the production of the compliance audit report. The information gathered as part of this project was used by MEPA to fulfill their obligations with respect to the auditing of permitted installations within 1 year of the original permit issue.
